To extend the olive branch means to ask for peace. As a last ditch effort after Lexington and Concord, the colonists did just that, but England didn't want any part of it. The Olive Branch is a symbol that goes back as far as Noah's Ark. The Olive branch takes a long time to grow, meaning that peace must be prevailing if its seeds can germinate.
