Answer:
George Washington's policies of neutrality
were no longer feasible by 1898. The United States was looking to
expand its empire, protect its trading interests, and secure
territories around the globe. This meant the US would become
Imperialists.
They were ready to take over a country's political and economic
life, and enforce American culture upon them. The US needed markets
for products, and sources of raw materials. This policy was an
obvious break with both the principles of the Declaration of Independence and
Washington's foreign policy.
