Congress also has a delegated power to do anything “necessary and proper.” This allows the Constitution to grow over time, so it doesn’t become a dated document. This power is found in the Elastic Clause (Article I, Section 8, Clause 18). The Elastic Clause creates a loose interpretation of the Constitution, and gives government more power to legislate. So let’s say the government wants to pass a bill on internet reform. Well, there was no internet in 1789, but making such a law is “necessary and proper.” Strict construction/interpretation would be the opposite, and would limit government power.
