Answer:

No, it's not because it's cold in Russia. The Cold War was fought (or not fought) between the US and the Soviet Union between 1945-1991. Although they never directly had a war, there were puppet wars at times, like Korea and Vietnam. You could argue that it's called a Cold War, because bullets are hot and none were fired. You might also say that the US and USSR displayed cold feelings towards one another.
