3. Independent Regulatory Agencies - Described more in Executive Branch chapter, these are independent organizations that make rules, like the ones for business and industry, which are designed to promote the public good.

4. Government Corporations - Businesses run by the national government, such as the Federal Deposit Insurance Corporation, which insures bank deposits, and the Postal Service. So yes, your letter-carrier is part of the bureaucracy.
